They get in crashes a whole lot.  They want the case open and shut as soon as possible, otherwise they'd spend their whole lives going over car crashes that they can't prove weren't their fault.

haveing a little video recorder is becomeing more common in russia
they have them for basically insurance purposes so they can look at the video and have solid evidence of what happened
there are many record fights and unusual things because of this

I know there have been videos of people jumping into cars (moving slowly) so they could get insurance money
