I think it was somewhere in november. As you may have found out, Miracle is very talented. i do prefer ponyville but the school there couldn't even tap the potential she holds.
As a father, i want her to become strong so she can protect her friends. So i decided together with her mother to move here, so she can go to Princess Celestia's School for gifted Unicorns.
She had the final decision of course.
