So uh...thought I'd say that Rainstorm is good mostly but somethings are too over the top.
~First off is his fame, if he was really famous and popular as the description reads than he'd probably have maybe a nicer home? Maybe some articles about his latest exploits in the newspaper.
~Second, he can SENSE lightning? A lightning bolt travels so fast even if he sensed it just a second before it hit him he'd have no time to get out of the way, let alone BLOCK it. He'd have to be as fast if not faster than lightning to block it or be able to slow time. (which I'm sure he can't)
~This one's not really an issue but if Celestia sends Rainstorm out to map uncharted regions, that's not questing. That's exploring.

That's all I really have to say about Rainstorm, he's not a terrible character but those are the three, or rather two things that bug me about him.

Also he's not that depressing or dark looking.

It's all true, I can change that stuff, because I did start by randomly tossing ideas. And when did I say he had a shabby home? He lives in Ponyville, but he has a big and good house. And I can change the wording, but I don't get to go on the computer very often, and the 3DS's browser has a character limit so I can't edit it on there, so I'll have to wait. And I guess he isn't that dark looking. And I like getting critique, positive or negative, so thanks.

They're good OCs, really   And unique in that they're not traumatized/overpowered/strange/"unique" in the typical way that some OCs tend to be, which is something I myself appreciate about your OCs.  They could use some fleshing out, but you've expressed the opinion of less being more in the past, and I'm not going to bring that up again unless you're willing to discuss it.

Yeah, I also think it's just cliche. I mean they don't know who they are, orphaned, blah blah blah, sad and depressed, you know what I mean. I like ponies more like the mane 6, their pasts weren't anything to gawk at, but their future, oh. PACKED. That's my vision.

I chose Frog because frogs like the rain too.

I can certainly see him with a frog. That's why it's a choice too. And the pet's name will be something to do with what animal it is. No, if it's a dog, it's NOT gonna be Spot. But a frog would probably be named something like "Hopper".

Wave came from many, many years in the future. Technology was huge, many things were great, but one thing was wrong: water pollution. She searched for one thing: a time machine. After many years, she finally got one. She went far back in time. For two reasons: to enjoy the clean waters of the present, and to try her best to prevent pollution from starting!

There are LOTS of things in this that I can't even do. My 3DS can't copy/paste or use the clipboard things. And there is a much simpler way. Quote like you said, remove the [ quote] things, add on what you want, post, delete old version. Faster. Easier. More non-computer system compatible.

why exactly have you been entirely limited to a 3ds for almost half a year? aren't there computers with free internet access at any random nearby public library where you are, or is that only in California?

I use my 3DS because it's the most avaliable thing. I'm not rich enough to have my own personal computer or something. And I wouldn't go to the library just to use the computer, even if it could use internet.
And I changed my mind, I like dog best now. Rain's getting a dog. That also ties into the Rain/Shine opposite thing, she has a cat, he has a dog. What kind though? That's the question.
