Well honestly to come up with a name or even a cutie mark you are gonna need a bit more detail than just him liking cogs and stuff. i can help if you want but you are gonna need to provide more than just his color scheme so to speak.

Greasy Wheels sounds good but he did say cogwheel..COG being the key word but its still a possibility but give me some time and hopefully ill think of something but until then keep Greasy Wheels as a fallback name.

You might consider "Flywheel".  Its something used to store rotational energy (or so Wikipedia tells me) and used frequently with gears.  If you want a visual pun-based cutie mark with that, you could take a wheel and put wings on it.

I don't really think it's necessary to name a character after his cutie mark. From a logical standpoint it doesn't make much sense (how did their parents know what their special talent would be?) and it's not all there is to work with, like I named my character after a combination of his color scheme and personality. ('Midnight' referring to dark colors and 'Breeze' suggesting calmness and gentleness.)

Look at canon ponies, a LOT of them are named for more than just their special talent.

But there is also the possibility that they name themselves after they got their mark and some arent even born from a 'natural' cause like most and think about it. based on what he has given us which is basically just his color scheme and some vague details how else would you go about naming him?

Well, that's the fundamental issue here. He needs to give us a personality.
