Backstory: When Rainbow Hawk was a colt he tried flying lessons but he quickly found that he was afraid of heights. One day he took a sky chariot to Ponyville and stayed on the ground since. He tried many things such as painting, cooking, racing, cloud busting but it was all to no avail. One day he came across a flower that was sickly and he nursed it back to health earning his clover cutiemark.

Personality: Shy around strangers, Protective, When around his friends he tends to be excitable although sometimes he goes quiet.

Well, this is a good base to start with I guess 

Though I find it surprising that he's a male, but you gave him butterfly wings. (unless you wanted normal wings but there weren't any or something)

Anyway, I typed down some stuff in the spoiler below on what your OC could improve on, but it's really just my personal opinion. You don't have to follow anything there if you don't want to

I like how his cutie mark is gardening-related even though earth ponies are usually the ones more inclined to earth and plants and stuff. Though, it does require a bit of explanation, since most pegasi don't seem very inclined to staying on the ground and doing stuff there. They'd rather be flying all over the place, with the exception of Fluttershy. So, maybe his backstory could explain why he started gardening? 

I think her his appearance is good. I mean, you don't see many blue ponies with pink manes around, so that's a real good thing 

Anyway, on to his personality. I think you might need a little more elaborating in that aspect. I assume you're saying he's protective towards the ponies close to him (+ shy around strangers)? So what else is there? What kind of personality does he have if it's a friend talking to him?

I mean, some people go reaaaalllyyy elaborate with the personality of their character, but that's not entirely necessary. Though I think it would be better if he had more into his personality than just one or two traits

Nah it helped. And the main reason for the butterfly wings was because he was a fluttershy.
