Okay, then...as an avid RPer and fan fic writer, I do have a fair-sized collection of OCs, which I will be listing down here. If there is anything I appear to have missed, feel free to point it out and I'll do what I can! I will also be adding more OC profiles here as I find time and actually make the characters, as well.

Basics
Name: Starfall
Species: Pegasus
Gender: Male
Age: Young Adult (about 22-23 by human terms)

Appearance
Build: Starfall's general physicality does nothing to make him stand out. He's slightly taller than the average stallion, but also slightly slimmer, especially for the often physical, and therefore well-built pegasi race. Neither are too far beyond the average though. His slim build comes from a life of introversion and curiosity...a thinker rather than a doer, thanks to his passion for astronomy. His wing and leg muscles are developed, but not strong, and he can neither fly nor gallop with any kind of speed or endurance...just enough to get by day to day.
Fur: Starfall's fur coat is a bright, vivid yellow, often compared to the sun of daffodil flowers, his wing feather also possessing this color. Despite the immense variation of fur colors ponykind posses, the vivid purity of the yellow he carries can sometimes make him stand out, much to his own annoyance.
Mane/Tail: In direct contrast to the brightness of his coat, Starfall's mane and tail are striped black and white, with black being the more dominant of the two. Both the mane and tail are long for a stallion, the mane draping over his shoulders, while the tail stops just a few inches short of the ground. Both are wild and free-flowing, with the slightest hint of a wave to them. Depending on how much time he takes to neaten it is the difference between whether it looks wild, or just tangled.
Eyes: Starfall's eyes are a deep, and rather vivid shade of blue, almost electric blue. Despite the namesake, they rarely sparkle with life, often seeming dull and troubled, haunted by past events. When he's in a good mood, however, the practically sparkle with life and make him look like an excited young colt again.
Cutie Mark: Starfall's cutie mark was earned slightly younger than is expected for a pony, though he tends not to talk much about the event that caused it to appear. It depicts a silver five-point star, cradled by two autumn leaves, whose stems cross underneath the middle of the star, a visual representation of his name and his talent with astronomy and his sensitivity to cosmic magic.
Other Markings: None, though in my fan fiction series involving him, he loses his left wing in a near-death experience, leaving him with a small, but ragged scar where the wing joint used to be.
Other: Starfall's voice carries a mild accent, possessing the rougher, yet more casual voice of one born and raised in Oatstralia.

Personality
Psychology: Starfall can initially come across as introverted, shy and pessimistic to those who do not know him, though that can often be judging him a bit harshly, as true as it might be. He is polite and respectful to those he does not know, though his social awkwardness and inexperience, coupled with a tendency to make as little conversation as possible, often seeking to find the first polite opportunity to leave the conversation, can come across as being distant and uncaring, bordering on unapproachable when he's in one of his poorer moods.

He lives by a code of hoping for the best, but expecting the worst...heavily leaning on the latter. His foalhood memories are the happiest, but as they become a more and more distant memory, his pessimistic attitude takes greater and greater hold. He is cynical towards the world, having seen and been involved in some truly horrific events, and a lifetime of being considered a disappointment who will never amount to anything seems to have turned into a self-fulfilling prophecy, his own self-esteem and sense of self-worth remaining very low...in recent years bordering on full-blown depression. Because of this, he often struggles to accept charity, even when skirting the boundaries of poverty, worried of being guilt-tripped into returning the favor later on.

Somehow, despite this, Starfall has retained a strong set of morals. He has something of a distaste for authority figures, excepting the Princesses themselves...believing many of those lower down the political chain to be self-serving and greedy, even if he doesn't have the confidence to stand up if someone in authority seems to be making a bad decision. His falling-out with his family has left him with a strong opinion towards discrimination, however, and hates it with a passion.

In short, Starfall is a kind-hearted, if cynical and introverted stallion who sits on a psychological crossroads, one which could send him to a very dark place if his run of hard luck continues to send him spiralling into a deeper depression.

Skills: Starfall's passion for astronomy has been going all his life, for as long as he can remember. It's a hobby he pursues almost every night, sometimes to the detriment of his sleep patterns if he gets particularly carried away. While he has never received any official or formal training in the subtleties of Luna's gift to Equestria, his knowledge possibly rivals that of many seasoned, professional astronomers, though he is not aware of this.

His knowledge and talent is not just astronomy, however...the true nature of his cutie mark lies in a secret even Starfall himself is largely unaware of...a sensitivity to cosmic magic. As a pegasus, he can not wield any magic himself, but he can sense a deep, mysterious magic hidden in the stars and night sky...magic that very few in Equestria are aware exists. He can even, in most cases, sense the deeper, more subtle nature of the magic...like how stars within certain constellations resonate with particular types of magic, often matching the symbol the constellation represents.

But his abilities go further than just sensing cosmic magic. When cosmic disasters, such as meteor strikes, supernovas and black holes approach that will have an impact on Equestria in some way, the ripples such events cause in the magic of the cosmos bring Starfall nightmares and premonitions of the disaster in the weeks leading up to it, usually culminating by a very vivid and detailed "vision" of the event in the hours or minutes before it happens. While Starfall does not understand the full nature of this ability, or how it's connected with his astronomy talents, his most recent visions, and the disaster they forewarned, turned his life upside-down for the worse, leaving him with a fear and hatred of his abilities.

Starfall is also moderately intelligent, his time in school proving him to be rather academically adept. He is no prodigy, but had events not conspired against him in his late teens, he might have been able to do whatever he wanted with his life. As it stands, his introversion and cynical, almost depressed attitude to life means that intelligence has gone mostly to waste so far.

Weaknesses: Physically, Starfall is often left wanting. While not exactly small or slight, his preference for studying the stars over flying means he is well below the normal flying standard of most pegasi, with no ability in aerobatics, having just enough ability to get himself around and little else. On the ground he isn't much better, though his slightly tall stature and light, lean body does make him a good sprinter...though he tires very quickly with any physical activity.

Socially, Starfall also comes up short. His self-esteem issues, coupled with his introversion and cynical outlook, mean he finds social interaction awkward, and while he tries to be polite and respectful, often comes off as distant, brooding, and often disinterested.

Likes: Starfall's big passion is astronomy...a hobby he pursues constantly. His social inability, however, means he has no idea just how skilled and knowledgable he is in the profession, already possessing enough knowledge and ability to rival some of the better official astronomers in Equestria.

Aside from the night sky, Starfall is a fairly simple stallion...he prefers peace and quiet more than anything else, though will tolerate anyone who is particularly noisy or energetic out of politeness.

Dislikes: Starfall's biggest pet hate stems from his family attitudes. As his time in Equestria opened his eyes to how the wider world operate, he developed an intense to racism and bigotry, in pretty much all it's forms. He never confronted his family about it, and his low self-esteem means he would be unlikely to intervene on any nasty behaviour he witnesses...but it does not lessen his hatred of such awful behaviour.

History
Starfall was not actually born in Equestria itself, but rather came into the world near the city of Marebourne, in the expansive, scattered nation of Oatstralia, far across the ocean to the south-west of Equestria. He was the youngest of two sons in a very old-fashioned, traditional family, one that believe the mares were the housekeepers, while the stallions were the strong bread-winners and defenders of the family honor...traditions that Starfall's personality would later become at severe odds with.

Much of the stallion Starfall would become manifested itself early in his life. He was forever confined to the shadow of his older brother, who was strong-bodied and strong-willed even as a colt, and became a prime example of the son his parents found ideal. As Star Hunter became the favourite son, Starfall, while never neglected nor abused, was sidelined, which only saw him retreat further into himself, become more introverted and socially awkward. It became a constant cycle, and while Starfall has never blamed or hated his brother would taking the entire spotlight, he has often wished his parents could love him for who he is, rather than lamenting what they believed he should have become. His passion and talent for astronomy also appeared when he was very young, a passion he pursued doggedly through his early years, even if it only seemed to fuel his family's disdain for him.

His time in Marebourne was trying, but not brutal. With his family sidelining him in favour of his older brother, he came more introverted, and less confident in himself. Once in school, he proved to be intelligent and a keen learner, though his parents did not take as much pride in that as he had hoped. One night, after being woken during the night several times that week by dreams of a meteor impacting a field near his home town, Starfall had a waking 'vision' of it happening, mere minutes before it actually happened, exactly as he had seen it. After exploring the impact crater, and finding the remains of the meteor that had fallen from Luna's night sky, Starfall managed to sneak home and get back to sleep...not realising until the next morning that the event had triggered his cutie mark. It remains the only positive event he can associate with his sensitivity to cosmic magic...an ability he continues to remain unaware of the full implications of to this day.

When Starfall was on the cusp of adolescence, his family decided it was time to go through with a move they had been planning for some time. Leaving Oatstralia behind, the family relocated to Equestria, to a new hybrid town called Stratos Crossing. The town was divided into two districts, one on the ground for the Earth Ponies and Unicorns, one made of clouds for the Pegasi, both districts sitting on a cliff overlooking Equestria's western oceans, connected by gatehouses where land-based ponies could receive spells to allow them to walk on clouds for the day. Starfall's parents and brother had wanted to move somewhere else, being fairly bigoted and not wanting to associate with the pompous Unicorns or simple-minded Earth Ponies, but they did not have the money to make it to places like Cloudsdale or Las Pegasus.

For Starfall, things seemed to finally start looking up after the move to Stratos Crossing. His Oatstralian accent brought him some unwanted attention from the other local colts, but eventually he found a friend in Cosmo, a local unicorn who shared some of his passion for the night sky. His adolescent years were often with his best friend and his little sister, Umbria Nocturna, the tiny filly looking up to Starfall as an honorary big brother. Starfall's family started shunning him even further with the discovery that he was associating with a family of unicorns, but the time in the hybrid town was opening Starfall's eyes to the wider world, and their closed-minded, bigoted opinions were starting to matter less and less to him. He had a friend who saw him for who he was, not merely as Star Hunter's weaker little brother, and Nocturna helped him to truly started enjoying the lighter, fun side of life.

But then, just before Starfall was to officially come of age as an adult in pony society, everything went wrong. It started with recurring nightmares of Stratos Crossing being obliterated in a violent meteor shower that struck the town mercilessly. For a few days, Starfall had dismissed the nightmare, still unaware of his ability to foresee cosmic disaster...at least until his nightly pursuits in astronomy led him to spot the approaching cluster of meteors that his nightmares were warning him of. Realising that the entire town was in grave and immediate danger, he tried to warn the town officials and get them to evacuate the town, which had grown rapidly in the years he had been there. For days, he was barely listened to at all...and then when they finally did listen, they scoffed and brushed off his warning as attention-seeking ramblings. Frustrated and desperate, Starfall attempted to warn the town himself...but by the time he made the attempt, it was too late. Receiving a horrifying, vivid vision of the town being blown away by the multiple impacts, before the ruins crumbled into the sea, made him realise he had mere minutes. Warning as much of the town as he could, including Cosmo and his family, he finally managed to convince his family to reluctantly leave...escaping the town just before the destruction. In a rare decisive act, Starfall had actually gone back into the town to rescue a young filly, getting them both out mere moments before the meteors came down.

Starfall's vision was horrifying accurate...the entire town was completely destroyed, not a single structure left standing, hundreds of ponies left dead, even if hundreds more survived in the half-baked evacuation Starfall managed to pull off. What all of Starfall's warnings and premonitions did not warn him of, however, was the consequences this would bring upon him. Even while still reeling from the shock of what had just happened, Cosmo came to him in an absolute fury, blaming him for the disaster and ending their friendship in a rage, Starfall left devastated, not even being made aware that Nocturna, Cosmo's little sister he absolutely adored, had been killed in the disaster. Starfall's own family soon followed suit, horrified by his apparent magical tendencies, claiming the disaster had been his doing, and that the visions only confirmed it when he explained it to them. By the time the search for survivors ended and everyone went their seperate ways, Starfall was left alone...abandoned by the only one he could call a friend, and all-but disowned by his own family, left with nothing but the cloak on his back and some saddlebags he had grabbed during the impromptu evacuation.

Alone and with almost nothing to his name, Starfall was left trying to survive on his own far younger than he expected, while also trying to deal with the shock, guilt and grief left in the aftermath of the Stratos Disaster. The next four years saw him make his way to Cloudsdale, scraping out a meager living working back-end jobs, barely making enough to put a roof over his head and food on his table, all while drowning in his guilt and sorrow, plagued by nightmares, silently enduring what he felt was punishment for not saving more in the disaster, silently wondering when it would end...and whether he would ever be able to turn his life around.

Social/Relationships
Friends: Formerly Cosmo, though they had a major falling.
Enemies/Rivals: Cosmo's current hatred of him puts him here, though Starfall still wishes they could reconcile.
Parents: Light Heart is his mother, and Shadow Dusk is his father.
Siblings: Star Hunter is his older brother, and his only sibling, though the two had never gotten along very well.
Crush/Date/Mate: Starfall has never been in a relationship of any kind beyond platonic friendship...though his love of astronomy has left him with a hidden crush on Princess Luna that even he is not fully aware of.
Children: None.

This meteor shower must've been during the time Luna was still on the moon, or she would've seen it coming. I don't really like the idea of meteors destroying a town, it seems unreal, especially if it kills ponies. Now I'm guessing you're merely doing a darker character than what is standard for the mlp universe, and that is the case, then meteors and death are more acceptable. Still, it's a little odd nopony else, including a pony who was also into the night sky, was able to see this approaching cluster of meteors. Starfall couldn't say "Look into the telescope", or somehow prove a meteor shower was beelining to the town.

Although what depresses me the most about this generally depressing character is that the town, his family, and his best friend have the gall to blame him for the meteors he was trying to get them to avoid. It's hard to imagine that they would think he had the ability to summon meteors and wanted to destroy the town for whatever reason. Even if that were the case, I doubt I would start insulting a pony I suspected of being able to summon meteors, lest I would give him a reason to summon more.

This sounds like a case of fate conspiring to make this pony's life as miserable as possible so the reader feels sorry for him, although for some readers, it would just break the suspension of disbelief.

Other than that which I pointed out, the character is extensively covered. You do mention that he's introverted a few too many times, but that's overlookable. I'm also a bit surprised he hasn't realized what his talent is, despite having his cutie mark. I'm not even sure he is actively trying to figure it out, either, based on the read. One thing I would like to see, though, is how he got into Astrology. It's not required, but I think it would be some good insight on one of the key points to this OC.
