That's about all I can really offer explanation-wise though, since your description in the OP does bear a resemblance to what would be the case there. You could attempt a VPN Connection, if you have the means to download a file elsewhere and put it on your computer, but I'm not sure if that would do anything. You did mention two computers it's being strange on though, so that might yield a solution.
After this, I'm fresh out of ideas, since you have said they've done a complete refresh, reboot, etc.. Maybe just having them look at it will be what you need to do.

One thing I can suggest, is go into your router settings, and do a reset of it software-wise(since I assume you've already tried it hardware-wise). I don't know the specifics here, but if you tell me your router/ISP, I could try to find the specifics.
