Nothin' especially unusual there from an animation/art perspective. Designing and animating 20+ ponies that 9/10 viewers aren't gonna take notice of isn't worth the time and effort required. Checking random crowd scenes 95% have duplicates. I swear I'm looking at six Dr. Whooves and four Colgate right now during a random pause in Heart Carol.

As for explaining it in canon, it was obviously space aliens who landed on the planet that would later become Equestria and took changeling DNA to inject into their dying race of polarbear-octopi who then escaped and spread all over the galaxy before finally reaching the planet again where their DNA started to react with the elements of harmony to -ohgodIcan'tstopsomeonehelpmepleassssseeeeeeeeeeaaaaaaaaaaaaaaaaah! *explodes* "And that's how Equestria was made!"
