If you have a problem with someone playing as a sniper properly then you should most likely not be playing these types of games. Is it annoying? Yes, but that's why you are given a brain. Use it to find ways around him.
Same goes for people who think "hard scoping" = bad player
The only bad player is the one who repeatedly dies the same way every time.
If you still have a problem getting to him, then you may need to get your team to actually work as a team.
In real life:
Snipers camp, people with assault rifles fight
In Cod:
Snipers go out and fight, people with assault rifles camp
