Cantermore in the main circle area right across from the school, right hand side, he's a shop keeper that sells accessories.

Dashing Delano won't speak to foals trying to complete the quest where we ask about what makes a unicorn special. A lot of us are stuck unable to progress as he won't speak to us about it.

Yes indeed, both available servers are filled to the brim. I'll keep trying though, maybe somepony will log out and I'll get lucky.
