Just right click the zip file and unzip, then you click the purple feater labelled LOE it's the application one. If that doesn't work open the game folder and click loe.

No Worries, I was using Internet Explorer, now I switched to my Google Chrome and it downloaded fine!!

Sorry but the 32 bit windows link seems to be frozen, it won't download.
