That's likely a browser issue. Your download is still downloading or has been corrupted mid download due to a network issue. You'll have to try downloading it again or see if it's still downloading already. Also if you're on windows 7 or 8 a lot of things can't be edited easily in your documents folders.

Like Trege said, it is most likely still downloading (since when you are done downloading, it should end in a zip file and not 580. Try redownloading it again and once it is done, you shouldn't have to do anything to the naming the file, just run it.
Essentially, what you are telling the computer is to take a file (while it's still being downloaded) and changing the file type (which most likely causes the access error).
