i know the game is 100% free and all but what happens when we reach max level and or beat the main story, or even all the quest. will there be new content add after the games launch?

First let's wait until the game is done.
Then play until you've done everything.
And then think about expansions and extra content.

We plan on adding more after the game is released though like Night said
We still have work to do when it comes to the main game so once we get that up and going then we can start with add-ons and such
