ok to get a picture set as your avatar
you will need a direct url for a picture (you are not able to upload from your computer directly)
Im assuming you want to use a picture from your computer
You need to take the picture you want and upload it on an image hosting site (imgur, photobucket, imageshack, dA, etc)
after you get the picture you want uploaded you will take the direct url of the picture
- if you use an image sharing site it should provide you with one
- you can also get it by going to a webpage with your image you want right click it and select "open in new tab"
after you get the link copy paste the direct link into the section where you can put the link
-profile - forum profile - paste the link for "personalized picture"

It worked for me so it should work for you
Check the beginning. If it says https at the beginning, remove the s. That always works for me!
