Heh heh...I'm not sure how I feel about this OC because you haven't said much, I DO like the original mane though! It looks like a big fuzzy funny uncombed thing, but it's cute! lol

Funny thing though,
I noticed Discord that exactly that cutiemark when he pretended to be a pony in the final episodes of season 4!
And I think you're right, I should look more into the reason why she has a whirlwind. It doesn't quite make sense the way it is now. <3

The problem is you said such in a very dismissive manner. Also, you didn't elaborate or suggest anything, so the criticism wasn't very helpful. Then again, I'm not an expert on OC criticism.

Well, If you want an expert on OC criticism... that's not me. But it is really easy to attract the Ever Burning Eye of
Sauron- Gracie Sky. Put in some more detail of her past and history, then ask Gracie. Tada!
Also, I'm okay with bubbly ponies being like Pinkie Pie. She kind of embody's the trait. We usually don't say "Your just a Twilight Sparkle because your too smart!" It just doesn't fit.
Regardless, do be careful with how you manage this character.
I do see the resemblance between this character and Pinkie Pie, because they do share similar traits, but who is to say that is a bad thing? I think your character is cute, and you've done a fine job with her! Though I wouldn't mind seeing a more developed story or description for her. ^-^
I would like to reiterate that you should be sure to put in a bit more detail about the character's history and defining character traits. Right now, I can only evaluate Mumble from a conceptual standpoint.
Conceptually, she's a hyperactive pony with a one track mind for fun, which she makes her own by engulfing those around her in whirlwinds and facial props. She's driven to spread cheer to anypony willing to recieve it. As many have pointed out, this does sound a lot like Pinkie Pie's profile, but I tend not to compare OCs to the mane cast rather than I use the mane cast as examples when demonstrating points. Regardless, Mumble has the potential to break away and set herself apart from other crazy, off the wall party ponies. The primary characteristic that she possesses is being a Pegasus. All party ponies to date are Earth Ponies, so you can take a unique approach to zany antics from a Pegasus's perspective and put a whole new twist on the concept. Things like the tickling whirlwinds are a perfect way to do that, so be sure to expound on and more thoroughly explore that part of her.
I'm under the suspicion that the material you have so far was designed to merely emulate her personality quirk of being an easily distracted fun seeker. You probably could do a proper character profile following that mentality. Sort of have her explain who she is, what she does, and how she became this way to the reader. I think it would be an interesting read.
You also must include the phrase "Goof Off" in here somewhere. You must. It's a thing now. If you don't, I will challenge you to a Goof Off myself. Your pride as a goofster is at stake, so you must proudly wear the banner of all goofs everywhere.
