Equestria is somehow making it with Celestia but in case she needs a replacement:
I would like to see Luna as the main ruler but she lacks experience. She will probably learn it though.
The main six also don't know how to rule a country. I doubt even one of them has the potential for this task.
I'm not sure about Shining Armor and Cadance but if i had to choose i would probably have to decide between them and Luna.
And derpy... Cute but no.

Thunder Jet

Derpy: MUFFENS DAY EVERYS 34512 DAYS OF THE WEEKS. 12 DAYS ARE CUBCAKES.

I'll have to go with Luna.

For a well organized, progressive government? Twilight Sparkle  ^-^

Stitchin Time

Celestia and Luna, with Cadence and Shining as a back-up. The mane six, are, for the most part, normal ponies, too. Derpy, OH HAY NO!

None of them.
Celestia has been to easily beaten, and is too gentle. When she does anger, it's always rather pathetic.
Luna is too out of touch with the world right now, too confusable.
Cadence and Shining Armor? AHA, I wouldn't bend my knee to them unless an axe was to my neck.
The Mane Six? Pinkie's too random and emotional, RD's too quick, Twilight does NOT Handle stress well, Fluttershy is too soft, Rarity is too focused on tiny little details, Applejack is too stubborn.
Derpy? She's a health hazard.

Your right, Equestria should be a anarcho-syndicalist commune  lol

Celestia was beaten because of chrysalis's power boost.
Equestria is in a great shape , and its better than the world now with celestia as the ruler.
These other ponies barely even match celestia she is the best ruler ever.
You all deny it for who knows what reason , but its true.

Eh I always thought that is a required option in polls. Its just the "I don't care" Option pretty much. It was a joke  X3

Luna. I don't much care for Celestia's style of rule, I think Luna would have a much better grip on everything. However, she's not as powerful as Celestia, so that's kind of a set-back, but overall I just prefer her personality far more. (Yes, I'm aware she never showed much of one during her only two episode appearances, but she's still more likeable than her sister).

basing a nation's rule on an individual's personality... sounds like a very bad idea.  oh wait, that's what we're doing in the USA...

I'm basing it on how they would handle issues, which is a personality thing.
It's actually needed. If your head, country's face, w/e they are, cannot handle problems well, then bad stuff will happen.

ah.  but it seems like the only reason Celestia's not really dealing with Ponyville is because the Mane Six are there, to me at least.

Ponyville has a mayor  :s

For both its weaknesses and strengths I'd say go with the mane six.  Likely due to my political philosophy, which dictates that spreading power out among people lessens the potential for a gross abuse of power, but, in all honesty, it's likely mostly because of my adoration of the era of the founding of the United States.  Colonial governments elsewhere (when there weren't appointed governors) are also great examples, but I just think that while overall, having a council would be less effective (arguing and not compromising, etc) it also means that we avoid abuses of power.  Even though the mane six are generally pretty cohesive, I think it would be more difficult for a council to send me to the moon, which would be convenient at first, but on the other hand, it also would allow for a more difficult time of taking over, because you have to keep track of six heads of state, as opposed to one or two.

Give them enough time, and they'll turn any kid into one of them."
