Why can't i recieve email notifications from sticky topics?

There's no point for email responses for topics that nobody could reply to, so that's the most likely case of this problem.

I see the notify button just fine. I don't know why you can't.

Admins can still post on closed/stickied threads and often do if it's an "announcement" thread. An example is the forum rules thread, which is updated from time to time.
