Bug: Flan in Removing Cookied and Browsing Data

So while doing this quest running around like a mad horse I hit the wuest step "I have asked the suspects about the sign. I should return to Flan with my findings." However when I do Flan goes ahead and acts like her confused self and I can't progress the quest through her dialogue when I asked any of the quest related topics she gives me a generic response and ends the dialogue.  Only thing I've done differently from past times I've done it is mentioning going for a bike ride with her.
