Sandy Silver Quest

So I got the Turtle and made it to Sandy, he told me to fight the training dummies, but they never showed up and I can't seem to direct my turtle to attack anything. Don't know what else to do. I talked to Sandy again and all he says is to attack the dummies.

The dummies showed up for me, but I didn't have my turtle and I left the map. When I came back the dummies were gone and nothing could be done to make them respawn.
