Question... when I try to make text glow it doesn't, is that supposed to happen?

Seems fine to me. Perhaps it's an issue on your end.
What browser (and version) are you using?

I'd use firefox or chrome if I were you.
yea on internet explorer it is just normal but on chrome it glows like it is supposed to
