Water worlds

Water worlds are the most boring and uninteresting areas of the game one tends to avoid.
You get the choice to fix it so it's fun and engaging.
How do you do it?

I can name only one game I've played that did it right... 

It's Legend of Zelda: Skyward Sword... they mixed the Shadow Dungeon with the Water Temple in a way that's actually fun to swim in and the item is a FREAKING WHIP!
