Story: Born in the Everfree Forest to her father a dragon and her mother an unicorn. Felucia's father left her with her mother in a cave deep in the forest where she grew up. At age 8 Felucia's mother left her with a tribe of dragons which that day she discovered her special talent when she noticed that the dragons obeyed her every command. Her mother visits time to time to check on Felucia. Being that Felucia has lived away from ponies she grew to dislike them except for her mother and she also learned the way of the dragon from the tribe she leads. To this day she leads the tribe in peace, but still wonders if her life is missing something.

But I'll just try to appreciate the role the character plays rather than the weak inspiration for it.

Appearance:

Story: Born in Canterlot and when she was old enough for school, Fifi had to deal with bullies which she ran away from the school and got lost in the mountains. She finds an abandoned dragon egg and takes it home, where she keeps it warm until it hatches. At the same moment her cutie mark appears and she discovers her natural talent of dragon breeding which she pours herself in learning everything she can. She returns home and focuses on raising her dragon which after it grows up with her it looks like this.

She finds an open field just north of Ponyville where she finds an abandoned farm house and builds onto the existing building pens for more dragons to live in. She opens her dragon exhibit to the public petting her Butterfly Dragon's face which she named her Bugsy.

I'm not too sure about the "previously unrealized knowledge of dragon breeding" bit after she discovers the dragon egg and her cutie mark. It may be true that she possesses a lot of natural talent for things concerning dragon breeding, but knowledge is something that doesn't automatically come with the territory. You need to study in order to learn the knowledge. If she found the egg and then poured the rest of her time into learning about breeding, she would be a much more believable character.

Other than that, I think she may be a bit incomplete. All I know about her is that she lives in Canterlot and gets bullied.

Negative Traits: has some anger problems (but not to the point of being violent), often turns ponies away although she doesn't mean to, lacking the means to make friends because her anger issues often drives ponies away

Appearance:

Story: Born in Baltimare she lived peacefully until she reach the age of 8, her parents passed away due to illness, being the only child and her relatives lived too far away for her to reach them she lived alone working various jobs as she moved from one town to another. Over time her anger issues had set in, she was fed up constantly roaming. She flies up to a storm cloud which a lightning bolt shoots at her. Alia's angered state she took the lightning bolt in and shot it back out from her hooves. Her cutie mark appearing at this moment she realizes she can manipulate lightning to her will, but she decides she must control this ability in order to not harm anypony. She finds a job working at the hydro-electric power plant in Ponyville where she works at to this day saving money to get herself a home and perhaps to make some friends.

If you wanted me to critique Fifi, I really don't see much change from the last time I read about her. I'm not entirely sure how much contribution I can make when you only provide 5 sentences of information about her. I think a sentence or two about her personality would be neat, and maybe another sentence explaining the practical applications of her talent to everyday life. I say that because Dragon Breeding is... somewhat of an exotic skill to possess. Since she's living in Ponyville now, it sounds like she has a way of supporting her, unless her parents came with her of course.

While I'm at it, I might as well give a few comments on Alia. First off, I would avoid mentioning a pony's parents unless they play a critical role in the character's active life. If all you can say about them is that they died (I do not recommend ever stating that a pony has died in the Equestrian universe), then you're better off not bringing them up at all. And I'm not quite sure what her talent is. She can manipulate lightning because she deflected a bolt that a cloud shot at her... for some reason. Even though she had most recently been acting out in anger, she decides not to use this ability to harm others. First of all, it sounds like she suddenly found the ability to do this whole electricity manipulation thing. She didn't need to work for this ability, which bothers me. On the bright side, though, you did find a very reasonable application for the talent! You also added two sentences about her personality! This character is much more fleshed out than Fifi, so you should definitely add some of these additions to her as well.
