From what I remember last server weekend, you invite friends into a guild chat and when they join.. the guild is formed? I am not quite sure sorry. 0:)

Actually that was just to a party, not to a herd.
Currently you are unable to create a herd as they have not been implemented yet. They will be implemented during a later version of the game.
