Perfected armor problem?

Made a perfected armor but it seems to have one less harmony slot than normal (accepted only one harmony, nor two as is usual).  Is this intended or a flaw somewhere??

Hnmmm, a few views but only crickets??  Any opinions on this??

What armour is it? Knowing this may help broaden the problem, or maybe you could be right and it's a bug or typo on the wiki's end...
