If there is an opening, they either ( A ) Apply internally (secret process) or ( B ) Post a announcement on the forums.
I don't know which one they do (since being here a short time) but I haven't seen any announcement on the forum.

That's likely a browser issue. Your download is still downloading or has been corrupted mid download due to a network issue. You'll have to try downloading it again or see if it's still downloading already. Also if you're on windows 7 or 8 a lot of things can't be edited easily in your documents folders.
