In my search of a offline pony creator I realized why don't I just nab the swf file of generalzoi's pony creator and play it offline via it. Which is what I did. deviant art itself wasn't swf nabbing friendly fortunately it was also hosted elsewhere which was.

You can play it with a swf player or just open it with your browser (as long as the browser can run flash). There you go, its the same as online, just playing it offline (bugs and all). Alternatively some people just run it online then play it from their temp folder, meh.
